Purpose of Position
The MacDill KC-46 Site Manager is responsible for site level operation of the KC-46 Aircrew Training System (ATS) program elements assigned to the site. Responsibilities include site activation, training program implementation, directing scheduled activities, budgeting, planning, organizing, directing, and controlling integration of all site management facets.
Tasks and Responsibilities
- Oversee the Aircrew Instructors in all specialties, along with maintenance personnel.
- Manage the applicable KC-46 ATS Mobility Operations Base (MOB) Satellite Training School.
- Develop and recommend concepts, policies, and procedures for managing assigned tasks.
- Provide contractually-correct support as described in the KC-46 contract.
- Research, develop, and document training systems support requirements and interfaces across the spectrum of operations missions.
- Maintain awareness of activities and trends in operations systems, interfaces, and requirements for the KC-46 mission.
- Report the status of site activities to Program Management, as required.
- Assist in planning, organizing, and directing implementation of the ATS site.
- Act as site implementation/integration manager.
- Coordinate and assist in activities associated with required program reviews.
- Supervise staff responsible for specific elements of the ATS site including instruction, maintenance, scheduling, training, and administration.
- Evaluate work performance on all direct reports in accordance with established policy on performance reviews.
- Support the Corporate Quality Assurance (QA) Program and monitor compliance at the MOB.
- Ensure that all site activities and personnel actions are in compliance with Corporate Policy and Procedures and KC-46 ATS Program Directives.
- Recommend local site policy and procedures.
- Prepare and review proposals and specifications.
- Represent FlightSafety in day to day activities associated with site integration and operation with the local Air Force base and community; includes staff meetings, community planning activities, local charitable contributions, and Air Force-sponsored programs
- Perform instructional duties on the KC-46, as outlined in the job descriptions applicable to all KC-46 Aircrew Instructors, per the Statement of Work (SOW).
- Site management duties will take precedence over instructional duty requirements
- Assume responsibility for Site Affirmative Action Plan compliance and ensure all hiring, promoting, and disciplinary activities are free of discriminatory bias.
- Participate in, and provide overall guidance for, the Internal Configuration Control Board (ICCB) and the Training System Configuration Working Group (TSCWG) meetings.
- As directed, attend quarterly Program Management Review (PMR) meetings and provide briefings, as required, by Program Management.
- Maintain site budget and report monthly to Program Management on expenditures.
- Analyze site manning requirements and make staffing level recommendations to Program Management.
- Interface with Senior Wing Staff and community leaders.
- Represent FlightSafety in the local community and at the MOB.
